There are a number of ways the Client may consider managing construction projects.
Projects are controlled by an in-house engineering department that retains the services of a number of specialist design and project management consultancies.
Work is tendered either as individual projects or batched to a number of specialist contractors.
Large volumes of work can become difficult to manage with larger numbers of contractors and consultants.

To reduce costs, one option is to ‘outsource’ engineering to a large Project Management company that takes over the whole of the existing engineering function of an organization. This only adds to costs by inserting an extra layer of management replace the engineering function as the design and cost control functions are usually ‘out-sourced’ again to external specialists.
